The telemetry data on these satellites changes...they are shooting the DEW's and moving the satellites to different positions. It's important for forensics that the telemetry data data is captured as soon as a weird fire happens. If you wait more than a few days or weeks it's nearly impossible to track where these objects were as I don't know how quickly the NORAD data updates the telemetry data. There seems to be groupings that are moving in sync consistently...these groups are even more suspect. Such a huge logistics problem. You blow up one of these satellites you risk the lives of the people on ISS and risk damaging other expensive needed space hardware. And It's a total logistics issue even getting in positions to get within a firing distance or clear line of sight to remove these suspicious objects.
